I am using Automize version 7.40.
I am working with large files that take several minutes to upload.
How do I prevent the scheduler from starting to move a file which hasn't completed uploading?
Is there a way to look at a flag indicating the file transfer is completed before trying to move it again?

You could set the date criteria as:
transfer file is modified date is older than X minutes.. X = 15 for safety

The file modified date doesn't appear to correlate to the time the file is put into the folder. It is tied to the last time the files was editted. If a large file is still being moved, Automize will try to move the file.
Waiting any amount of time really doesn't solve the issue since a large file could be dropped into the folder- seconds before the next scheduled time.
Is there a way to verify that a file is completely loaded before acting on it? Perhaps a system flag?

I do not know of a way to do this from a system flag.

If you are moving files out from the folder in subsequent processing, you can try the following:
Create a Visual Script or chain tasks with following steps:
step 1) Run a File Monitor task1. It will store the names of files currently in the folder.
step 2) Run a delay task - say 13-14 minutes, if you schedule every 15 minutes.
step 3) Run your processing task (ftp?). for the filename field use the File monitor task '......::Filenames' variable.
4) make sure to move the files out of this folder after processing.

this way, any new files added to the folder in the last 13-14 minutes will not be processed until the next schedule
