Best way to step on action

Use the following in a chain:

Step 1:
File Monitor task
Task title = filemon
directory = c:\test
set Option: if exit code > -1, go to step 100 (exit chain)
note: if file is found, exit code = -100

Step 2:
Copy task
Filename = $%filemon::Filenames%$
source dir = c:\test
target dir = c:\backup
If exit code > 0 , go to step 100

Step 3:
Email task
Attachment field: [DIR]c:\test[FILE]$%filemon::Filenames%$
if exit code >0 , go to step 100

Step 4:
delete task
source dir = c:\test
filename = $%filemon::Filenames%$
