yes, this issue was resolved in 8.14.

The user had to use the FTP-j task.

Patch ID = 8.14 - Use with Versions 8.00 or later ONLY
Patch release date: 12/30/08
....
* BUGFIX: FTP-j - rename filename during transfer did not work on some systems.

what is the entry in your filename field?
what is the entry in your rename filename field?
what is the entry in your folder filter field?

also, give an example actual filename.

try:
Filename - concierge.out
Rename filename - %GW1X%HREO%%b

rename uses regex, and if regex causes error due to %, try escaping them with \:
Filename - concierge.out
Rename filename - \%GW1X\%HREO\%\%b

Glad you figured it out. I had expected a source filename issue based on the previous output:
Total number of files meeting filename criteria = 0
